Curtains have been drawn and it’s now official. President Paul Kagame is expected in France in what has been dubbed a historic visit scheduled for 11th Sept., 2011. He is expected to meet his counterpart, President Sarkozy, whose recent visit to Rwanda in February 2010 marked a turning point in refining diplomatic relations with France.
